This is to reduce the risk of faults and possible arcs occurring during commissioning and operation. Water condensation inside junction boxes may be a problem in some locations and provision may be needed to drain water build-up. This requirement is to provide double insulation between the return conductor and exposed metal terminals in junction boxes.
